GTA San Andreas Skin Selector V2.1 Skin doesn't show in the menu

I don't know what I should do. When I start San Andreas and open the Skin Selector Menu, it doesn't show my skins.

 

I have already downgraded San Andreas to V1, installed CLEO4, edit the gta.dat. 

But nothing happend.
