Can't do activities with Dwayne on PC.

I killed Playboy X. I replied positively to Dwayne's email afterwards. I've finished the story, and I still haven't gotten a call from him asking to hang out. I want to get his like % to 90 to get the Liberty City 5 achievement and unlock the Backup ability, but I don't know what to do. I put in a ticket with Rockstar Games. They told me to verify the integrity of my game files, which I did successfully. They then told me to clear my cache and stupidly gave me instructions on how to do so for Xbox One instead of Steam. I figured I'd try clearing the download cache on Steam anyway, but still no luck. I know that GTA 4 is known to be problematic on PC, but I've played through the story 4 times now (twice on PS3 and twice on PC), and this is the only time I've had this problem. If any of you can help me out, I'd appreciate it.

EDIT: Apparently this is a known glitch that's mentioned on Dwayne's GTA wiki page. It was caused by me sparing Cherise and doing her random encounter before Dwayne could call me asking to hang out. I guess the reason it was never a problem before is that I always killed Cherise in previous playthroughs. It's ridiculous that something like that would cause this though.
