GTA 2 getting a low FPS after putting the widescreen fix

well the title says it all

 

and the hardware i'm using is:

OS: Windows 10

CPU: AMD Athlon II X2 250 3.0GHz 2 cores

GPU: ATI Radeon HD 3650

RAM: 4GB DDR3 1333MHz
