Why GTA modding community is not as big as Fallout and The Elder Scrolls modding community?

Just look at mods for Fallout 4 and Skyrim in nexusmods.com you will find any kind of mods you can imagine! from 8K textures / skins / .... to gameplay enhancements + next level physics for body and also so many NSFW mods that adults actually are enjoying them! + ETC!

All I see from GTA Modders is some reshade and graphics mods that no one actually downloads... only use they have is youtubers are making money from them! people only like to see them in youtube 99.99% PC players are not downloading them from what I see among people I see!

GTA modding community please bring FO4/Skyrim mods to GTA world! GTA V E&E is coming and I hope you guys are ready to make some big mods! Thanks! 😊
