Schwibber1
I picked up the retail version of the complete edition a few months ago, installed it yesterday again without any problems along the way apart from the installation getting stuck at "Installing DirectX" for both GTA IV and the DLCs which I fixed by killing "DXSETUP.exe" in the task manager. Then I launched GTA IV and it didn't let me change the graphics settings so I did the commandline thing and changed the graphics to the highest possible settings in 4K and 60hz. When walking and driving around for some time the game just randomly crashes especially when I'm around Broker and Dukes giving me the error message in the title. After some looking around on the internet I tried everything on the first page of google (because everything on the second page was in foreign languages) without messing with the game files and any patches or mods and I'm still getting the same error after around ten minutes of playing. During that troubleshooting process I deleted commandline.txt and surprisingly I was able to change the graphics settings. My Specs are: Intel Core i7-8700 16GB RAM Nvidia GeForce 1070 Windows 10 64-bit By the way something I noticed was that in the graphics tab it said that my vram was something around 3000MB which is wrong.
