Installed after recent upgrade on steam, Fatal error D3D

Used to have two original DVD copies a friend stole. Bought after upgrade, showed d3d error first time, reinstalled now, starts with Rockstar games launcher, through games for windows saved files option, to an error which says unable to launch gta4.exe, contact Rockstar support and so on. Finally went back to fatal error d3d.

I have been searching for fixes..
1. Copied wmvcore.dll and wmasf.dll to game folder
2. Changed compatibility options: full screen optimization, dpi settings, unchecked compatibility mode, run as admin
3. Checked Nvidia 3d app settings
4. Added commandline.txt with
-nomemrestrict
-norestrictions
-availablevidmem 8192
-windowed

Getting this game to run has been the most demanding of challenges since the old days and if one of you fine gentlemen could help out a brother I would be most grateful, it is a masterpiece after all.

Specs: Intel i5 9400f, Windows 10 64bit, GTX1050 TI 4gb, RAM 8gb

Developments:

Ok I sort of got it to start by checking 640 resolution setting in compatibility, when i change it in game to 1600 it goes to fatal error d3d, I just need this resolution fix it seems, open to suggestions.

Ok resolution problem got solved through changing display settings scale and layout percentage to max 175 percent, now when start the game in default settings it still goes back to d3d.

Got through to opening cinematic but the display goes black and game minimizes, I have to close it through task manager, which did show it to be running as 32bit??

Ok latest development, playing with resolution settings in game gets me to start somehow but the game blacks out under a minute, whenever I change graphic settings game crashes with error D3D reset failed. Any commandline.exe tricks anyone has up there sleeves? I'm desperate here.

For 4gb GPU you should reduce -availablevidmem to 4096 or less.

In most cases D3D error means it is a driver or OS issue - try reinstalling latest or maybe older driver version. Reinstalling OS is not required but sometimes may help - reinstall at least DirectX from offline bundle just in case. Try with d3d9.dll from DXVK.
