[GTA SA] How can I add dynamic shadows/lightning on my custom skin?

I've been desperately looking for a solution for this, in the past some of the custom skins I have exported from 3DS to the game had dynamic lights (i.e. where the sun faces the skin gets bright and vice versa). But now I made a skin using a custom model from The Sims 2, and it doesn't have any lightning. Did I missed something? I tried to apply pre-light but it only faces in one direction.

Hello mate ! I am not an expert in creating custom skins
However, there is this .asi plugin which might be a worthy solution to your problem 
It is known as 'normal map by DK' which enables dynamic shadows/ light effects on player skin/clothes.
There is also a detailed tutorial on how to adapt custom skins to this plugin

Or maybe The Sims 2's 3D meshes don't have light vectors (Normals) with at least 1 UV-Channel...

(Prelight is only for map items, however).

Maybe that must be the case. They (mixmods) are suggesting they would be adding preset skins adapted to the plugin soon!
Currently, this player replacement skin pack has been adapted to the plugin. You can refer it's data and  it would help you in adding dynamic lighting to your skins
