Is this video is GTA Online modding?

Just saw this GTAO video from my fav YouTuber. And I think almost all the vehicles that is shown in this video doesn't exist in the game. And plus, the NPC's is like ACTING in movies. It seems like he is modding the game to control the NPCs and do actions. Is he using mods? Here is the video:

That guy is f*cking annoying (my kids watch watch all sorts of mind numbingly stupid people on You Tube and I will never understand why) and no those are not R* created motorcycles and billionaire bikes are not a real thing.

It literally says "FiveM" in the top right of the screen. 

Google that if you don't already know what it is...
