El Burro payphone missions can be done more than once?

I have completed all el burro missions but they appear again for some odd reason, is this normal or is it just a bug?

It's normal. After all payphone missions of one Gang Leader are completed, the race type mission becomes available to improve your best time. Though I'm not sure about King Courtney (I'm not gonna spoil storyline details). It's Turismo for El Burro, Bling-Bling Scramble for King Courtney, and Rigged To Blow for D-Ice.
