Not about packs, but I suggest you trying to replace some of the original vehicles to models found in pages like GTAGarage (GTAAll.net is the best recommended if you ask me, far more recommended than GTAGarage, in GTAAll.net you can easily look for a cool skin/model for peds, clothes, guns, vehicles, and more). I've never modded car models in 3DS Max (program like Blender, used to create, modify, and convert models as long as you use the right plugins), there seems the mod author mixed a Sabre's frame with a Monster's chassis using a program like 3DS Max. If you aren't able to find another packs like that, you can venture into doing it yourself (however, the process is too difficult to learn and master, but there are plenty of tutorials here in GTAForums about car rigging and sh*t). Though, I don't know neither how to create textures for any model, so the help I can provide you it's somewhat limited (the front two cars have only their texture modified, the models seem to be the original ones).
