San Andreas Constant FPS Lock at 35-40 FPS With Mods That Should Lock It At 60, Please Help!

Hello, I am owning the Steam version of SA that I downgraded to 1.0 , also with an installed 1.0 US exe from MixMods. I have a bunch of mods installed, all of which are from MixMods - Animation Fix 1.5, Bulletholes, Chainsaw Panic Fix, Cutscenes Characters in-game + Characters with fingers in cutscenes, Drive-By Remake, Effects by Junior_Djjr and Ezekiel, Essentials (Silent Patch, Widescreen Fix + Widescreen HOR+ Support + Windowed Mode, Framerate Vigilante, etc.), SkyGfx, Fair Police, Faster Clothes Change, Food Eating Fix, FxsFuncs, HD Menu, Mobile Radar, Remastered Radar Icons, HQ Original Quality Vegetation, Improved Default Armory in-game and cutscenes, Improved Ganton Safehouse, More Loading Themes, Load Screens in 2K, Melee Hit Sound Fixes, Beta Mulholland Safehouse, Mobile Font Fixed, SA Map Fixes (PS2 map fixes without removing PC Port adds like car wrecks etc.), Peds Through Fire Fix, Ped Funcs, Peds Vary (Original), Peds Buy Food, Real Traffic Fix, Restore Stealth Voices and Icons, Rikintosh's Small Details, Silent Murder, Throw Rotate Fix, Bullet Ragdoll Physics, 24 hours Timecycle Mod, Real Linear Graphics, Cheat Menu v5, Project2DFX and and Vertex Colour Fixes + Improvements. The problem is the following - SA is on a 35-40 FPS lock with Framerate Vigilante and FPS Cleo Fix, even tho it should be running at 60 FPS. Also, for some reason the Stealth Voices Mod doesn't restore the voice lines, CJ is still mute when stealth murdering people. Is it possible some of the mods are conflicting with each other's settings, or something else is causing this, because at one point the game was running at 60 FPS for me without any problems, and all of a sudden it started running at 35-40 FPS. I should add the in-game Video Settings are maxed out, and I have made some changes to the NVidia Control Panel Settings. I would appreciate any help and tips.

in this mods you can see there is fps set limit put there 105FPS its 69 fps

Do I input that in Framerate Vigilante ?

I tried increasing the FPS Limit to 60 in MixSets, IIISAAdjuster from 2DFX, I even installed a 60 FPS CLEO Locker, but nothing works.
