Death At Sea Strangers and Freaks mission question

I'm at the point of deciding who to purchase the Sonar dock.

If I choose Franklin or Trevor to purchase it would the Death At Sea event still spawn for Michael or not spawn?

You don't need to buy the dock, you also don't need a submarine to get the sub parts. All you have to do is to get a Dinghy and collect the damn parts. The dinghy already contains a scuba set once you exit the boat. Dinghies can spawn in some areas at the port of Los Santos. I think it can also spawn in the sonar dock even you didn't bought the place.

It can still spawn as Michael. Three of them can help each other collecting the sub parts.

Purchasing the dock triggers two different missions:

 

- The nuclear waste mission, where you use the submarine and trackify app to collect nuclear waste. Money goes to the character who purchased it.

- Michael's "Death At Sea" Strangers and Freaks mission, where you use the dinghy/sonar and wetsuit to collect submarine parts. Doesn't matter which character purchased the dock, the "?" will spawn on the map for Michael. But as mentioned above, you can collect the parts as Trevor and Franklin as well if you want (Michael just has to be the one to start the mission and deliver the parts to her afterwards).

 

So yeah, you can purchase it as any of the three characters.
