Game crashes on Cesar Vialpando mission

In specific, the part where you back the lowrider into the garage to mod it. 

Also, whenever i start the game, it gives these dialog boxes:

msvcr100.dll is missing

xinput1_3.dll is missing

d3dx9_43.dll is missing

msvcr100.dll is missing

 

The game will still start, also I checked System32 and msvcr100.dll is in there. but xinput1_3.dll and d3dx9_43.dll were not.

Any help?
