GTA SA | Lightweight Downgrader for Steam?

Hey I just downgraded my GTA SA steam version and found out it causes this weird bug -  https://i.imgur.com/fQpjMNO.png 
It's a clean game by the way just downgraded and adding stream memory fix didn't solve it.
Is there any lightweight downgrader? Like I don't care about old radio and unused gta3.img files, just want to be able to add some cleo mods.
