[GTA VC] Installing Skin Mods

So i when ever i try to install skin mods (.dff and .txd skins) using IMG Tool i get an error saying "DLL is open in another program, closing" even though my vice city is not open in the taskbar nor in the task manager. I have a CD version of vice city so i dont know if that has anything to do with this since this works with my pc sharable version of gta 3.
