Spamming the Orbital Cannon

I took a video of someone griefing the lobby and spamming the orbital cannon over and over again. It was so bad, I couldn't even leave the lobby without going into the PS4's home screen and disconnecting from Online. How do I report the person? I took a short video as proof of their actions, but their name has weird characters in it, hence the video, rather than me trying to write it down. I assume this behavior is cheating and bannable?

I got video evidence of a player cheating. How do I get him banned?

Yeah I hope they can do something about this. I mean, that isn't just cheating. It's also harassment. I couldn't even get control of my character long enough to leave online or switch sessions. I did have the presence of mind to start recording video footage after he had already used it like 5 times in a row, and I got about 35 seconds of like 5 or 6 more kills. I waited that long to get evidence before going to the PSN home screen and disconnecting my console from Online, because I couldn't get to the switch session or leave online buttons in the pause screen quick enough.

theres a rumor rockstar is hiring anti cheat analysts so its safe to assume it will get a little better later just gotta hang in there a bit and wait and see

Yeah I am also thinking maybe PS4 has the ability for spoofing with cheaters, too. I went to the SC and looked up the exact player ID, and found it. But not only does this person have a completely different avatar on the SC than the one in the lobby I was in, but he is in a Crew called  Anti Tryhard, whose icon is a black and white Oppressor MK II inside a circle with a line through it. Which makes me wonder if this guy was actually an anti-griefer who pissed off an actual griefer enough that this person decided to masquerade as him and grief in such an egregious way to get the player banned.
