Vehicles are being slow

Hello, I recently downloaded GTA V from the Epic Games store. My laptop has an Intel Core i5-4200U processor, Intel HD Graphics 4400 and 8gb RAM. When I play the game all vehicles that I drive are slow. When cops are chasing me they catch up with me. When I play online races all other players are much faster than me despite me selecting the fastest car. And also I press the W key to max. Can you please help me fix the problem?

Cops have a rubberband catch up mechanic, they will catch up to any non-boosted car as long as it stays in the range where that makes the script turn on.

 

Same thing also happens in races with another players, the majority of races have catch up turned on by default and most hosts won't turn it off.

 

With all of this being said, what are the cars you're using and what upgrades do you have on them?

This cop rubberbanding thing never occured to me, i always run past them and they can't catch me for nothing, unless i have a car with lower top speed than the interceptor. In like 5 years of playing i never noticed rubberbanding.

I mean I don't have any upgrades on my cars but when I drive a random car for example a stolen comet I just feel it slow and it really is slow. I can't catch up with other players who are driving a base stolen car on the highway. Also when I am watching my friends playing their cars are a lot faster than mine (their stolen cars). Also when I am playing with my friends and I am driving the car they tell me that it is slow. And a question - what's that thing with the catch up in a race you were talking about?

I glossed over this when first reading the thread. It's likely the problem. Maybe you could try really low graphics settings and see if the cars go faster.

If you’re good enough at dodging traffic, the copper AI can’t keep up because they keep crashing.

That happened to me as well, it was the button for the accelerator that wansnt properly working. Try changing your keybinds, if it doesn't change try lowering the graphics as said before. If it still doesn't work well i don't know what to do.

This or the rubber bubble is so small that any normal car can go past it before it fully activates

Try to restart GTA Online and try to test if the cars are still slow

It's much stronger in Story Mode. In GTA Online it's not really a thing, or not that prevalent. But in story mode, oh boy do they rubberband. For instance, my story mode is modded. I have cars that'll hit 200+ MPH and do a quarter mile in like 9 seconds, multiplied HP/torque etc... and the cops STILL rubberband.

 

No matter what you have, they will catch up or keep pace with you until around 110 MPH and then it caps off for them. It's really funny to watch because I'll be flooring it and trying to shake them and then once I get past 120 I take them straight to gapplebee's and they become a blimp. Really pathetic sh*t tbh, artificial difficulty at its finest. Thankfully it's not really like that in Online and I think when he mentioned that, it was probably for story mode.

The top speed of the cars in gta are effected quite a lot by frame rate.

If you are running the game at 120fps then you WILL go a lot faster in the same car than if you are at 30fps. and as @SummerFreeze hinted at I doubt you are seeing 30fps.

In races as others have said with catch up on it does the rubberband thing,this only slows down the person in 1st place tho everyone else is uneffected. (which sucks, lol if im hosting it is always switched off) some rubber banding might also happen with cops.

There are a lot of different ways to get speed boosts in gta racing, bump boosting, handbrake/clutch boosting, highly unrealisticly op drafting etc.

Also what in your opinion are the fastest cars? A quick hint the in game stats are absolute nonsense! And the upgrades make a huge difference.
