Why Is The Final World So Short?

Why is the "Return To Los Santos" shorter as f*ck? I thought the game was leading up to this point, 8 missions(7 if you exclude A Home In The Hills)? what the f*ck? why is it so short? was this part of the game rushed or something? none of the missions are even that content heavy, "Riot" is literally the most simple f*cking mission objective of them all, the hostility of the peds doesn't make driving over for less than 3 minutes any harder, Big Bear and OG Loc's stories just end abruptly, and B-Dup I guess just cries on the floor for all eternity after being punched in the face?... Woozie is literally never mentioned or heard from until the ending of the game, you'd think he'd open a business in Los Santos after San Fierro and Las Venturas, but nope. why is this part of the game so rushed?

Rockstar have this habit of rushing the final part of the game, It's no surprise.
This is why Shoreside Vale exists.
This is also why mainland Vice City looks so weird and so rushed.
And this is also why Alderney feels so empty.

Haven't played GTA SA in awhile, I'm pretty sure you kill B-Dup in Glen Park?

It was more about them being badly designed that rushed.
