gta iv frame render is very slow (even in main menu)

hello everyone this is my first post ever

anyway i got gta iv and from the first moment i start it every frame is slow to load even moving the mouse and the main menu before loading the game and the load animation so if anyone has a solution please help

 

also i have gta iv ;eflc  and it doesn't start at all and says it is not able to start correctly error code (0xc0000142)
