How can I despawn the whole map of San Andreas on DYOM?

You can make pedestrians (walking on the streets) and drivers stop spawning in DYOM with ease,

Open DYOM menu -> Objectives -> Add Objective -> Add Special Env. Objective -> Ped/Car Behaviour -> No Cars/Peds
