magictrain
I've just managed to solve this problem on my PC. I installed the latest drivers for my sound card then unistalled the game (just doing a normal uninstall will not fix the problem. You need to delete everything from the C:\program files\rockstar folder) and reinstalled it again. After doing this I was able to get into the audio settings. MisterGee
If you were to have deleted the file that Abadede suggested, you wouldn't have needed to reinstall the game. The "gta_vc.set" file contains all hardware-related settings for your machine. Rockstar suggests deleting this file if you have upgraded your drivers or changed any hardware. -MG

magictrain
Deleting the "gta_vc.set" will do nothing as all this holds are the video and sound settings that you enter yourself. GTA detects your video and sound hardware during the installation so if you have out of date drivers for your sound card it may not detect your card. Therefore updating your drivers once the game is installed will have no effect. The only way to cure the problem is to do a full uninstall, followed by deleting all the game files remaining in the rockstar folder (as for some reason these are not removed by default). Then when you reinstall the game it will happily detect your card with the new drivers you have installed and you can get all the sounds in the game + all your settings and game saves will remain intact in your "My Documents" folder.
