Help I'm stuck on 99% on Vice City (PS4 version)

Hello, I'm stuck on 99% in Vice City. 

I've contacted Rockstar support about this issue and they told me to go to a GTA forum for help so here I am. I read Spud's pinned 99% guide and the common bug fixes guide and I'm still stuck. 

 

Here are the things in my stats that affect the in game percentage:

hidden packages 100/100

highest vigilante mission 12 (body armor bonus unlocked)
taxi passengers dropped off 100
paramedic mission level 12 (infinite sprint unlocked)
fire truck mission level 15 (fire proof unlocked)

assassinations 5/5
pizza boy level 10 (health bonus unlocked)
Gun range score 47 (rapid reload unlocked)
All import/export lists finished (All unique showroom vehicles unlocked)

The amount of properties should be 15, I think.
Have you bought the Ocean Heights Apartment and 3321 Vice Point safehouse?

You were right about Ocean Heights Apartment. I thought it was the same one as the house you get from the beginning so I never bothered to look for it. Thank you!
