Items Lost and Unable to submit ticket

I had a couple of cars deleted from my online game and have been trying to submit a ticket but it keeps telling me "There was an error on submission. Please check all fields and try again."

 

Every field is entered correctly, I've tried my account name in the ID, and the in game name, nothing works, it keeps telling me I can't submit a ticket.

Can someone please help, or is this just a bug with the site that's being fixed?
