Well if we assume that only tuners cars will be prize awards inside car meet, then they have to rotate them again eventually.

I suspect the Prize Ride will be their method to deliver the liveries - so the next Cypher Prize Ride may come with one of the unobtainable liveries. They may also apply them to the Test Rides since you can buy them with the livery pre-installed, but the Prize Ride allows them to stretch the drip feed for months.

Keep checking Paleto Bay, Mount Chiliad and places like that during in-game night time.
