No, after i did that i got a notification that says that i got the reward.

It is lame the message is still in the game, as you say. You "qualified" for it, but offer had a final date (quite a while ago, now.)

That was Oct 14 of 2019; that quote was not on the original page, but on a later one about the "Summer Update."

You also get something in GTAO still, probably, the High Roller outfit and a special card set at your dealer tables/whatever

in GTAO. So you "get the reward", but in GTAO they must not have removed anything referring to still getting it in RDO.
