How do I install Infamousabre's real recoil mod(NOT reocilfix\bulletspread)

RGL version, I downgraded to 1.0.7.0 (successfully) my pc is 64 bit.

I downloaded this mod from here : https://www.gtagaming.com/real-recoil-f30353.html because I saw it in a video( the youtuber had several mods installed at the same time, most of them requiring 1.0.7.0), and it looked like something that GTA IV very lacked..

I made a scripts folder , put the .dll and .ini in there, launched the game from the playgtaiv.exe, aaaaand it doesn't work( all of the other mods work successfully..)..

I checked and this mod doesn't have any real requirements.. Help?

Also when I launch gta iv with hazardx's scripthoodotnet.asi, it shows me an error and tells me it can't load..

Just get Zolika's menu instead and enable the recoil from there. Much, much better than the real recoil mod.
