It was? I never knew this, and I'm a day one player. At what point did it change to 1000? Because I remember level 1000 being a thing in December 2013 during the DNS days.

remember when we used to look for vehicles that rarely spawned and garaging them?

i remember spending a few weeks looking for a nemesis motorbike and how happy i was when i finally found one (i quickly took it to a nearby lsc and made it mine).

My RP reference is from Oct 13th 2013 and goes to 999 so yeah probably IV or something.

IV only went up to rank 10.

Definitely miss those days.  Now with a few exceptions, you can buy almost all vehicles.

Ah yes.  Hunting the tailgater, begging for someone to spawn the hearse, the lifted jeep you could only get if somebody called merry weather on you and the elusive Karin snipe.   The biggest vehicle threat was the duke o death till it was patched in a f*ck you way.
