How do I make a cutscene in which the player is continuously talking on the phone, without hanging up?

I meant on a cutscene while the cutscene plays and he still be talking on the phone throughout.

Not possible. The only thing you can do is downloading this script which replaces the gum chewing animations with a phone talk script. But then the player should have this mod installed too. Also, sometimes it bugs enemy actors as they become stuck in this phone talking loop and don't attack or die.

I think other MPs like Katabasis and Comeback have different variations that could work better without bugs.

Looks like its not possible that others can play without having the script installed, as mentioned by the mod maker
