install shield errors

I just purchased vice city from circuit city and can't get it to install on my machine. When I insert the disc autoplay fails, and if I manually run setup.exe I get an error message saying the install shield has generated errors and will be closed. It's an athlon 2400+ with 768mb ram, radeon 9000 pro aiw, windows xp home sp1, and ac 97 sound. I've installed directx 9 as well as the latest drivers from ati. Just for kicks I tried to install it on an older vaio laptop running windows 2000 sp3, as well as an older nec desktop running windows 2000 no sp, and got the same error. I think it's possible I got a defective disk, but I want to know if anyone else has had similar problems. Also, I tried the microsoft safe cast "tweak" to no avail. However, I think my cdrw drive, cyberdrive cw088d, should be able to handle it as I have run other games such as serious sam and tiger woods 2003 without a problem. Any advice would be appreciated, I don't want to have to return to the store.
