Schokoladeka
Rockstar Games released several screenshots to promote the game. They're heavily photoshopped, obviously. I'd like to know what this 'blurry' effect is called. It's some sort of directional bokeh motion blur (yeah I'm just saying words). It stretches the distant lights but also blurs them. I tried googling keywords but I haven't been able to figure it out. Example: Look at the background. Distant lights are enlarged/stretched and blurred. Any idea on how to create such effects in Photoshop? At least the name of this effect, if there's one specific name at all.
JaeDan 101
I think this effect is called "auto focus". Correct me if I'm wrong

"F**king Rockstar!! We thought you were gonna make the game more blue. FALSE ADVERTISING!!!" They purposely obfuscated the background with insane amounts of depth of field to hide the size of the city, spent hours trying to meticulously place stage lights around characters to create the illusion of better lighting, then rendered the scene at a resolution that was likely four times higher than the game was meant to ship with; all in an attempt to drum up hype for the game's release. It's the exact definition of false advertising. Kerminator369, Ryo256, Schokoladeka and 3 others

So I didn't understand what he meant when he said false advertising. But those are old, pre release pics, so his comment makes a lot more sense in that light. This is a scene from the mission named “PAC Man” which took place in Paleto Bay, and not near the Maze Bank Arena. The police car is also wrong, as the police cruiser from Paleto are the sheriff cruisers, Rockstar’s become like Madd Trevor... pg1313
What you are looking for is called anamorphic bokeh. It is a characteristic of using an anamorphic lens where the shape of the glass bends light into an oval shape. An effect like that would be very difficult to replicate in just photoshop because the bokeh is created in-camera; or in this case, in-engine.
