I'm not receiving the Cesar Vialpando call for the low rider races.

I'm on pc, I did all the missions of Ryder, Smoke, OG Loc and Sweet until the Sweet's Girl and then started the Cesar Vialpando mission, i had to lower the fps in order to complete the mission, i finished it and went to my car after a few seconds and then went to save the game and then i couldn't find any mission markers in the map so i went to Cesar house to see if there's a mission marker and there's nothing, i went to Unity Station and i saw the guy that gives the low rider "dancing" mission, I've failed once and won once and in neither occasion i receive the call, and i'm on foot all the time.

 

Is my save broken? I've made the mistake to save everything in only one save.

Sounds like a Cities Unlocked glitch.  If access to the other islands is enabled early by a mod or editor then the LS1 mobile call script shuts down; Cesar won't call, neither will Tenpenny. Other symptoms include; no gym icons because Sweet didn't call, Hernandez never calls about staying in LS, and properties are available for purchase in the Badlands and Desert regions.

 

If this description seems to match your issue, it's not too hard to fix the phone calls with a cleo script so gameplay can continue, but there isn't much that can be done about relocking the country saves - shouldn't hurt anything though.

Yeah but I'm not using the mod that unlocks the other cities, but i did go to Las Venturas a bit while doing the police missions and spawned in a plane while I was checking a trainer and it went down to a location in las Venturas. Since it's the only part on the map that shows without blue.
