SummerFreeze Posted March 2, 2021 Share Posted March 2, 2021 (edited) There is a Winky right at the boat ramp in the harbor; between the decrepit wooden ship on land and the single loot table: https://imgur.com/CXikcxi Also a guard in a Winky will drive through the Main Dock area a short while after you reach it. If you jump the boat towards the bigger shed with the 2 tables of loot, the guard will pass by after you cleared 1 table of loot IIRC.
