I had it happen quite a lot but it seemed to stop at some point, like on my main save where I'd completed the story and 100%ed it never happened any more. For me it would most often be Brucie or Little Jakob asking for a lift across Broker. I guess they put it in as a little addition to regular hanging out, as a hang out conversation will take place during it (same as if a friend gets wasted when hanging out and they call you for a lift home from the hospital). This was on PS3, so the feature must have been around for a while. Unfortunately, I didn't pick him up in time. Yeah, fascinating, I know. I've got lots of great stories like that.
