[PC]How do I set my weapons to default with hotkeys?

I honestly didn't know what to name this thread so I chose this title because I think it fits my problem.

So I have set up my hotkeys from the options menu and here is the problem whenever I press the hotkey for the desired weapon it defaults to another weapon that I don't want e.g I want my RPG but when I press the hotkey to select it it defaults to a grenade launcher and yes I am pressing the hotkeys when I have no weapon selected.

If you guys need a more details I'll upload a video of the problem.

But I hope you understood what I meant.

Sadly GTA IV and GTA V and perhaps some others I missed out don't really have the "free and flexible" rebinding of controls that the likes of GTA San Andreas has. 
We're even told "wait, you can't leave this screen because something hasn't been bound to a key" when really the game should say "if the player hasn't bound something here, tough luck on them if they need it", like the OG stuff. 
Again, you might not be able to set the same control or key to something when it's already being used, when older games just didn't really care.

On the subject pertaining to this thread and your problem, I believe the way this works is to do with the weapon class. I could be wrong though as I'm generally a controller user but I'll pop on shortly and give some things a test...
So, you press the key for your RPG but it selects the Grenade Launcher probably because that's the "first weapon" of the Heavy Weapons class, or at least the currently-selected one.
Try holding that key down for the RPG then operating the mouse wheel to see if it switches between them. 

 

The weapon classes are as follows:
- Handguns & Pistols
- Sub Machine Guns and Machine Guns
- Assault Rifles
- Sniper Rifles
- Melee

- Shotguns
- Heavy Weapons
- Throwables

I think you didn't get me hence I'll elaborate a little more.

These are my settings for quickslots

Say I want an RPG I press 5 and granted my default weapon wheel is like this img2.jpg so I have to press 5 multiple times in order to get to my rpg same as for any other weapons category and it doesn't go by previously used weapons(somehow you can default which is the question) and if switch to another weapon and back to my rpg via 5 it defauLts to my grenade launcher

Here's a quick video, I completely get where you're coming from with this problem - once you set "your ideal weapons" of each class in the wheel, whenever you press the key to go to that weapon, it might be a different weapon in that class because the game is defaulting it. 

Yeah - hard with words! 

So... in the video, I WANT the following weapons: Heavy Revolver Mk.2; Combat MG Mk.2; Bullpup Rifle Mk.2; Heavy Sniper Mk.2; Unarmed; Combat Shotgun; RPG; Sticky Bomb.
But for the ones tested, when I press the keys for the weapons, I get: Grenade Launcher; Pump Shotgun Mk.2; Pistol Mk.2; Special Carbine and Assault SMG. 

 

Crazy. Hopefully there is a solution to this, other than just using the TAB + Mouse to select weapons.

I mean i'm not for the RPG i just want to have my have normal ammo weapons instead of the special ammo ones.

 

I want to have combat shotgun by default but it's the pump action one AND CURRENTLY AS I AM SPEAKING I HAVE MANAGED TO MAKE THE COMBAT DEFAULT IDK HOW BUT I DID.

 

And what's worse about it is that If I restart the game my pump action shotgun mk2 will be defaulted AGAIN it doesn't even save it as well.

 

I managed to achieve the desired result before this thread but still it just pisses me of that I have to hold tab or tap the selected key multiple times so I can get my desired weapon.

 

So now I either have a choice hide those weapons too or just move on.

You can change the default weapons in online by changing your weapon wheel in singleplayer. Yeah that doesnt make sense at all, but thats R* for ya. Details at the link below:

I did read an article like this and they said that this will only work on weapons that are available in multiplayer as well

in fact it wasn't just 1 article it was multiple articles.

So henceforth I'll be bold enough to ask will this work on weapons like the combat shotgun  military rifle etc...

 

I'm not trying to nitpick but still I haven't exactly finished my side of the singleplayer story and I don't want to waste time doing it if it doesn't work

...because this doesn't fix your problem, OP. 
Even if you do that and set your default weapons in Single Player, even those that aren't normally available in Single Player - it doesn't matter. Whilst those weapons WILL be set as default when you join GTA Online, pressing any of the number keys 1-9 will just select first weapon of the class, completely negating and ignoring whatever was set.

(PS, you can use single player mods like Menyoo with the ScriptHookV.dll to "give all weapons", then set the weapons, then save the game / create new save, turn off the game, remove mods, and go back again).
