Turning off police scanner in emergency vehicles

I am going to ask the question in the hope somebody, somewhere may be able to help. 

 

Is it at all possible, does anybody know, to turn off the background police scanner radio in emergency vehicles. 

 

I believe the answer is no, but wanted to check. 

 

Currently - the only way I can think of is to replace the audio with audio files that are silent. 

- I have found the POLICE_SCANNER.rpf and done this here which gets rid of the radio chatter 

- It does not contain the opening / closing "squelch / beeps" or the background static and I am struggling to locate these files as well.
