When Does the Casino Open?

I also see that the Casino is there, but people cannot enter.

Will the Casino ever be open for business, and robbing, as in GTA San Andreas?

it is open and yes you can make a heist

are you in story mode?

the casino is always open and there is a heist to rob it but you need at least 2 players

No we are here in the online section of the game. Story mode is still closed and the old building.  If you want Story mode Stuff heres the forum:

Theres also a mod that lets you play the heist in story mode:

"This mod allows you to play the casino heist in Singleplayer! To play the heist, head to the Arcade blip on the map where you will play through 6 setup missions after which you will gain access to the finale! (If you do not want to do setups, set Progress to = 8 in the .ini file)
This mod contains a DLC pack that adds a Gruppe 6 outfit for Franklin. "

no without modding the only way you can enter the casino is playing online mode
