Making a weapon 'silenced'

How do I make weapons silenced? Just to clarify, I don't mean the sound, I mean the 'alerting flag'.

 

Everytime you fire a weapon (Expect the silenced pistol), it will alert all nearby peds, and if they're rival peds, they'll focus on attacking you if you shoot. So question is: how do you make weapons not alert nearby peds when firing?
