He asked if the shirt unlock really can be done by means of any other heist than the Cayo Perico one, and you replied by saying you unlocked it by doing the Cayo Perico Heist. And, as @Jason Frost has already pointed out, this isn't exactly the first time the Newswire is incorrect.

It's not really worth logging in for, honestly they should give out more hats/masks and jackets. The CP jacket has become an actual mainstay on my character's look, something that can't be said for the shirts which I mostly just collect

I just did Fleeca heist and no tshirt. Really dont feel like doing Cayo Perico.

 

Would a ticket to Support get it done?

 

Edit: Sent a support ticket. They better stick to their word on the Newswire and make this right.

 

Edit 2: I’m being a SuperKaren 3000 with R* support for their misleading bullsh*t. Let’s see what happens.
