Help installing disk version

I am trying to play the original GTA IV vanilla version with all radio stations intact. This is what I've tried:

 

1. I own the disk version however read that it doesn't work anymore so I bought the steam version.
2. Quickly realized it had a castrated radio so I applied and got refunded for it since apparently patches either just add in the removed songs with the new stations or seem to mess up people's games.
3. Now I'm back to the disk version and apparently will have to pirate my own game.

 

Can I activate the game offline? When i install the disc version a SecuROM window pops up but the text isn't visible so I don't know what it's asking.

I bought a version from R* Games Launcher, i too own the dvd. I did some digging and it seems SOME humans have achieved this mighty feat of downgrading for means of modding. This link refers to versions 1070 and 1080 so the version you may see is 1040. Not sure when OG Radio was gutted BUT there are methods to downgrade and restore the original radio i just dont remember where those are.
