?Time Remaining in Free Roam?

My friend and I were in an Invite only session talking and comparing our car collections when we noticed a time remaining notification on bottom right of screen, what’s this for?

 

We weren’t in an organization, there was nothing on the map we noticed, and we didn’t get any info, texts or emails in-game.

I had the same question here some time ago.

It could be a blue dot around (free roam ramdom encounter) or a bugged timer from a free roam event.

 

but nothing really thrilling...

It's a "blue dot" random event. You might not be able to see it on the map straight away, but there will be a drug car or sleeping guard in your vicinity. Do a few circuits of the wider area and it should pop.
