problem in game with shooting

every time i load into a public lobby i have this issue where players cant kill me and i cant l kill them they arent modders im not a modder. i tried it with my friend and it doesnt even let me fire my gun at him anyone else having this issue aand know how to fix it?

Open your Interaction Menu and disabled Passive Mode.

Sounds more like a targeting mode setting issue tbh as he tried with his friend. Passive mode is disabled everytime you load game and needs be activated again. Try changing from strangers/attackers to everyone!

 

Or, don't be in a ceo/mc club with friendly fire turned off. People nowadays jeez don't even Google anything.
