You must finish pest control and liquidize the assets to unlock Darko brevics mission that special someone. The United paper guy will call you when you've met the perquisites . Have you done all these missions? These are all required to be done to unlock the Darko mission: - Pest Control (killing Ray Boccino for Jimmy) - Liquidize the Assets (final Jon Gravelli mission, blowing up vans in a compound) -Buoys Ahoy (final Bernie mission, boat chase) - Paper Trail (final ULP mission, blowing up a helicopter with Jacob) - Undertaker (funeral of either Francis or Derrick McReary depending on which one you killed in Blood Brothers) That last one Undertaker could be the one missing since it's triggered by a phone call not a mission marker. Or you could be stuck even earlier in the McReary missions if you haven't completed Francis' mission Final Interview yet (that mission starts with a mission marker but the second part has to be set up using email and phone calls). Paper Trail is also triggered by a phone call after completing Dust Off. But having said all that, the Darko mission itself is also triggered by a phone call received from ULP so you could just be waiting for that. Do you have Niko's phone on sleep?
