Buying/Stealing Supplies

Hello, I'm trying to buy some supplies for my bunker but it only shows me 1 available button which is the "Set-Up" button. I've tried stealing the supplies but it doesn't let me enter the bunker, I've tried killing myself and ended up finding a new sessions to see that my supply truck was gone. Is there any way to buy supplies or fix this bug?
