Tommy Vecetti in the 70's

Does anyone know if you can play a mod or add for Vice City where you can play as Tommy V in 1971 when he was the Hardwood butcher before being thrown 15 year into prison for murdering Salvatore brother? Maybe even something for GTA 3 (not PS2 oviously) since city is already there. Just thought it might be possible because VC already has Tommy modle so you just need to change clothes, age and face. Could this be possible in San Andreas? Maybe make him look young like cloud but with ray liotta doing the voice instead of him being deaf and dumb. San Andrewas already has Liberty Cityy in the files. I know it's not full city, that would be silly but might still work for a little play around because the city would probably be smaller in the 70s anway.

 

There's a video on youtube of a guy playing something similar. I messaged him for a link but it's been a few month and he not gotten back yet. That's why I know there must be something like this. Just looking for a link. I know the rules say no sharing modifications but maybe in this section is ok? Been looking for bloody ages for this since I played Vice City on my tablet so would love if some body could help me out. Thanks.
