Payne
Well it’s much easier to deal with them in Online. In single player, it takes very long to get rid of them. The choppers are crazy. Imagine how harder it would’ve been if we couldn’t keep the players vehicles modified. They have this incredible speed boost which is stupid as f*ck. Excalibur Voltaire
Since R* can't properly code an actual smart AI, they have to resort to giving them aimbot and rubberbanding to artificially make them challenging Kaname Madoka

Like roadblocks or guys on NOOSE car, its impossible to shoot player sitting in fast moving vehicle with gun with pin point accuracy . But they archieve hit every time! When player is surviving five stars on regular basis, he is like god in GTA. They went from super easy cops from 3D era, to this in GTA V... Americana
I like the wanted system in Grand Theft Auto V, because you can actually hide from cops and escape them. However, I never engage in any shootouts or chases, as they seem pointless and stupid.
Kaname Madoka
The cops don't respect the game physics since they can jog with a weapon faster than the player, run up or down a mountain/cliff/hill without slipping/tripping animation or physics the player is affected by. They have aimbot, they are not bound by the game rules such as weapon range, recoil, spread, rate of fire since they can fire any gun faster than the player, an example of cops not obeying the game rules is the NOOSE officers using Carbines, sometimes they'll fire 30 bullets in less than 1 second and no it's not a bug, it was intentionally designed that way by R* since they have animations and sounds for that (they stop shooting, lower the weapon, look both ways, sways the weapon side to side and fire, the sound the Carbine makes is kinda similar to the minigun). In Story Mode (this doesn't happen in Online), when you're out of their sight they randomly spot you even though there's no police cars/officers nearby. Police chases are poorly programmed, if you go past them too fast they don't even bother chasing you, if you're driving a slower vehicle they will rubberband to all hell, if you're in a bike they run you over no shts given, if you're in a Tank they ram you until they explode.
