RESOLVED: Overwhelmed by stuttering and mod options, just trying to play vanilla GTA IV.

I am currently using the 1.2 release. I have it on Steam and then it opens through the rockstar launcher.

Off of the links provided by pcgamingwiki.com I have the dinput8.dll in my GTAIV folder with the FusionFix .asi and .ini in a plugins folder in GTAIV. I then ran the GTA IV music downgrader inside the GTAIV folder.

Regardless of resolution or setting, after about thirty seconds the game starts stuttering at a regular cadence. I read the Anton Shabunin blogpost and tried the dxwrapper and DXVK methods. Dxwrapper had no effect and DXVK was unstable and only ever had black video, even though I could get the game running.

I am running Windows 10 build 19041. Here's a text drop of one of my benchmarks, the benchmark always stutter like crazy, I have a much smoother FPS in-game before the stuttering starts.

I would appreciate any and all help.

I feel exhausted and defeated from trying to get just the vanilla version of this game running.

Resolution:

After going through all my steps I saw that I had misread the steps about commandline.txt and dxvk.conf (Vulkan method).

I had -availablevidmem {x} in the dxvk.conf when it needed to be in commandline.txt.

This resolved my problem and I no longer have the stutter, though my performance out in the open-world still isn't that great even at just 1080p, but it's very playable and interior spaces are buttery smooth.
