There are at least 3 of these poor bastards embedded in the sub, someone else said they made them all scream at once point. Apparently it's Rockstar's way of providing something to lock on to for homing missiles, although I'm sure it counts as some kind of AI abuse.

NPCs are always abused. I remember the one in FO3 where the "train" you are on is actually an NPC with a train car for a head running really fast.

Yeah, you can make them scream if you are shooting a gun while standing on the submarine. I was sniping somebody's and I could hear them freaking out.

That makes a lot of sense, in the scheme of how some missions are coded ('coded' being a generous term for a Rockstar bodge). 

 

Last week I was doing some Air Cargo :kekw: and was given the infamous Titan escort mission. At the end of eternity when the drop-off point was reached, I wondered why there was one lone NPC sat in the back of the Titan itself. 
From your wise analysis, I guess he was sat there as something for the Buzzards to focus on and attack.

Only 3 people sealed up in the superstructure is pretty good for a soviet shipyard.

 

eta technically and I looked this up because lockdown, a sub doesn't have a superstructure other than the conning tower, but submarines are just f*cking weird anyway. Boats not ships.

He's also completely naked. This may concentrate your focus in a different way.
