Since they say 8 PM eastern but they have not "fallen back" yet? (posted Sep 28 2019) Yeah, for some reason collectables reset at 0:00 GMT UTC - theorized because Rockstar North is in Scotland? Found this too, yeah since 6 PM Central would be 7 PM eastern: "The random collectible spots are the same way. The regular (mapped) collectible spots are on a 3-day schedule that resets every day at 6pm CST, and the schedule of the three days is 1-2-1-3-1-2-3, Day 1 starting at 6pm CST Monday.
