What value in effects.fxp controls this effect? (fire attaching to vehicles)

Hello. I've been editing effects.fxp, mixing and matching certain effects, but having a problem with one of them. In San Andreas, when you drive through fire, some fire will attach to your car. As you can see in this screenshot, it's not working correctly:

Which value in effects.fxp controls this? I have tried changing all of the fire effects but none seem to affect it. Thank you
