Make sure you have the ingredients (Oleander Sage, Milkweed or Yarrow, and Moonshine bottle in your pouch. Go to the weapons section of the crafting menu. You can find it in Mortar and Pestle, your camp's campfire, or the wilderness camp. VERY IMPORTANT: Make sure you don't already have the max of 8 toxic moonshine bottles in your inventory or the Craft option will be greyed out and you'll pull your hair out. What fooled me was that last bit... having looted so many bottles of toxic moonshine that my inventory was maxed out. Whenever that daily is up, I throw two at a tree so I can make two more. The tree I hit that time was a large one in the copse at the northeastern end of Dewberry Creek where my camp was, and it was 3 crows that fell out, one was perfect. I haven't had it happen since, I have tried several times with no luck. Originally I threw the bottles about mid height on the tree to see if the cloud would sink to the ground, which it didn't.
